LONDON - A new “cannabis card” that will provide de-facto decriminalisation of the drug for millions of people with health conditions has received the backing of the Police Federation of England and Wales and the National Police Chiefs Council.
Up to three and a half million people with cancer, multiple sclerosis, depression, arthritis and several other illnesses could be eligible to use the card.
